The year 2008 has once again been a transformative one for the TLC, as well as for all of our regulated industries. While the economic downturn has resulted in challenges to all of the TLC’s regulated industries, your combined efforts have continued to serve the riding public well, and have helped to keep your industries strong and vital, and in some instances have even helped to make our world a better and healthier place for ourselves and for our children to grow. Whether you are a member of the taxicab or for-hire vehicle industries, each and every one of you reading this message has contributed to these achievements, even if by simply following our regulations and providing quality service.
At this time of joy, when we pause from our work to celebrate with friends and family, allow me to add my personal wish for a most Happy and Healthy Holiday season, and a joyous, healthy and prosperous New Year for each of you and your families.
Let us also take a moment to think about those who have lost family and friends, or have suffered difficult times over the past year. Let us remember them in our prayers and lend them our strength so that they may enter the New Year renewed and refreshed, and with their burdens lightened, if not lifted.

Under this commissioner every black car licensed or not has had a field day picking up on the streets. There is no enforcement its a joke. The black cars are cutting off yellow cabs on every corner and when you get next to them they just laugh. They laugh at how stupid we are paying a Lease to pick up a fare. They get away with ripping of customers. They get $ 20 dollars for a $ 10 dollar ride . They ignore every rule that this joke of a commissioner has set. With 5 fares in 3 hours they make more money than most lease drivers make on a 12 hour shift. It has become so lucrative that now some companies lease a black towncar for $ 325 a week and show their drivers how to make money with street hails If by any chance one of those so called TLC inspectors issues a summons they also have TLC reps to dissmiss them.They have TLC attorneys on retainer just for that purpose . When Mr Daus says” we had a good year” I wonder who is he referring to? The yellow cab industry is hurting. Open your eyes Mr Daus . The riding public is getting used to dealing with these criminals, breaking every TLC rule. The riding public is accepting them daily as if they were legal to pick up. The riding public is used to them charging as they do. The riding public by now knows this is what goes on in NYC. Even tourist are now are familiar with the black cabs that you can bargain with. The tourist know that that’s the way it done here in NYC Whatever happened to the the silly crack downs that are in the news the day before it starts. When are you as commissioner of this agency get control of this situation? WHEN ?

Reading this comment is like reading one from my own site.we have the same problems exactly and we are in the City of Newcastle-upon Tyne in the North East of England. Nobody seems to give a damn who picks up and no one wants to listen to the legitimate Hack who is only trying to make an honest living. Here too enforcement is non existent!

Now that black car business is down they are getting more aggressive. Quite often I have to wait for the black car to drive away from a hailing customer before I can make my pick-up. Sometimes the customer gets in with the hustler and I lose the fare.

The TLC should should start enforcement now. The black cars should be giving summonses on a daily basis and the judges should be giving very expensive fines. Its the only way these criminals will stop. The NYPD has to get new training on this

I agree. This Commissioner is nothing but a joke and an incompetent idiot.
I feel sorry for drivers that own their medallions because by now allowing black cars to grab street hails, this devalues the medallion. But, he is too busy cracking down on drivers that don’t use their signals when turning instead of going after illegal immigrant gypsy drivers.

well then i hope you’re never in a black car when it gets into an accident because you are NOT INSURED as a passenger.
Black cars are supposed to be radio dispatched and aren’t even permitted to cruise the streets when idle.
But i’m sure you knew that already.
If people wish to engage in that behavior, go right ahead, have fun paying 40 to LAG and 75 to JFK.

To Commissioner Daus: My garage in 44-07 Vernon Blvd are charching a phony tax to drivers to leese a cab of $4.77 every day. The only reason that They do it is because They are friends and have a lot of influence with the TLC. Shame on You, Mr. Daus!!!! A lot of corruption has marked your leadership in the TLC. By the way, the name of the garage is Tunnel and their corrupt dispatchers are Boris & Steve with the knowladge of the biggest corrupt Mr. Daus………
