Two New York City Council members have sided with livery groups suing the city to block implementation of an e-hail program that would allow passengers to use smartphone apps to find a ride, according to a report by Capital New York.
Councilwoman Liz Crowley said that, as an outer-borough representative, she worried the e-hail program would enable discrimination by drivers, while Councilman Ydanis Rodriguez said the new rules unfairly favor yellow cabs over livery services, according to the report. Both council members have received donations from livery interests, but both also told Capital New York that those donations have nothing to do with choosing to make this stand.
In its report, the New York Observer added that New York Taxi and Limousine Commission officials are particularly keen on instituting the e-hail program since drivers spend about 40 percent of their time searching for fares. Furthermore, contra to Crowley’s assertion, the TLC believes e-hail will actually provide incentive for drivers to seek passengers outside of Manhattan, in less-dense areas.

Dispatching systems were made for car services and limousines with the base location.and yellow cabs were made for street hails only only only..
Car services and limousine served for a long time bad neighborhoods a toughest people to deal with like the rich plus they get the job done for long distance trips .but sometimes they pickup illegally in the streets when yellow cabs drivers refuse to provide services due to personnel reasons.
The only difference between yellow taxi and car service is the dispatching policy, this is the only red line in between them and no one has right to Cross over .
What is the dispatching rules ,is the Connection between the client and the base.
What is the base ,is a dispatching agent that provide cars to the clients.
So are these apps to be considered as base, the answer is yes .
So yellow medallion can not have a dispatching base.

tlc used uneducated drivers to make medallion owners rich, but yellow drivers will never ever buy his own medallion therefore yellow business has become illegal because the yellow cab driver works for both the bank and the public with means he has to give more twice energy as black car or limousine.

NEW YORK (Reuters) – A pilot program that would allow people in New York City to hail yellow cabs using a smartphone app was blocked by a judge on Thursday, handing a victory to private car companies that have said the program threatens their business.
Manhattan Supreme Court Justice Carol Huff granted a request from the livery companies to freeze the new “e-hail” program that had been scheduled to begin as early as Friday.
The order will be in effect until at least March 18, when the two sides are due to return to court to argue the merits of a lawsuit brought by the livery companies against the city.
The pilot program would allow people to use a phone application to request a yellow cab ride. Taxi drivers would be able to receive such requests and confirm pickup locations.
Private car companies rely on prearranged pickups. Under New York’s two-prong cab system, yellow cabs handle street hails but cannot accept phone pickups; livery cars do the opposite.
The program would be an option for New Yorkers accustomed to standing in the street and flagging down the city’s approximately 13,000 yellow cabs. E-hail apps like Uber and Hailo have become popular in other cities.

Here is the best solution for manhatan.I would suggest free electric buses and minivans in midtown 97st too down town .and two ways ezpass within 97 St fdr and Hudson pky and all bridges and tunnels .yellow cabs can be dispatched only bellow 97 St with double meter rate.each borough has its own rules.

David, I wish you guys best luck, unfortunately, I gave up on taxi long time ago, but I still follow of what is going on. As an American citizen I am discassted of what is going on in my country. I hate to see people who don’t do absolutely nothing and making 2-3 times more than drivers struggling everyday. My true heroes. I can only suggest that one day you guys will get a CDL license. Believe me, your experience counts. You learned how to deal with all types of people, you know how to talk to cops, you are great careful drivers after all. Don’t give up, and if you ever be intrested in 18 wheelers I ‘ll provide you guys with tons of valuable information!

If you review the medallion prices since 1970 you see that medallion prices went up up and driver’ income went down with an increase of the driver’ working hours. You can’t respect tourists without respecting your cabbies. The French say No to a tip. Because the banks, brokers do take in consideration our tip.

What consumers like matters the most. How efficiently people can moveatters the most. Regular yellowcab passengers like the option of taxi app depending on time n location on NYC. Magazines n newspaper all moved in to tablet PC. New app, new thinking. Do u still use public phone? Or landline phone with cords? Or dial 777-7777?

David, it’s e-hailing, extension of street hailing with superman’s vision n whistling, not dispatching. Or it’s new kind of self-dispatching. DIY dispatching of yellow or black, it doesn’t matter from passenger’s point of view. Riders’ choice n option matters the most. E-hailing doesn’t belong to traditional concepts of street hailing or dispatching. It’s a new breed of transportation using relatively old tech called GPS. Therefore it shouldn’t be monopolized by any. Paying Consumer Group’s option n Efficient Logistics matter the most. The best system is what revolves around two.
Yellow cab drivers will never benefit from e-hail, they will be forces to give more
money to garages brokers and medallion owners, cops will issue more tickets for blocking traffic or double standing, rich heads wouldnt wait for you if they see an other empty cab infront of them, gangs and drug dealer would take advantage of the yellow cab app, prostitutes too have smart phones, Drivers will be called only for special occasion. Outer-boroughs will complain more than ever for not been able to get a cab over the app.
The medallions are fedup already they don’t need anymore money.
Take my solution; the tlc must install computerized vending mashines that calls for yellow taxi with extra money near all bus stops.
Uber should come up with the app for metered fare.. Everyone will know how much the fare costs withot using any stationary meters. it might easily utilize GPS. And for roof light? Sign on a dush board saying “free” would be enough. Brooklyn and “yellow” don’t mix!
Good thing about Brooklyn that there is enough money only for taxi drivers and nobody else. Banks, medallion thieves, fleets, no way they can get involved. If they start coming with their great ideas , they will be driving cabs themselves.
The best thing is to by a brand new MKZ Lincoln, use apps and slowly built your own client base. You don’t need anybody else!
